SIA director’s research among most cited in four leading journals

UNIVERSITY PARK, Pa. – Articles by Scott Sigmund Gartner, director of the Penn State School of International Affairs, are presently listed among the most-cited papers in four of the top international affairs journals.

Gartner’s 1998 paper, “War, Casualties, and Public Opinion,” co-authored with Gary M. Segura of Stanford University, is currently ranked as the 29th most-cited article in The Journal of Conflict Resolution.

“Secondary Casualty Information: Casualty Uncertainty, Female Casualties, and Wartime Support,” published in 2008 in Conflict Management and Peace Science, is ranked as that journal’s 47th most-cited paper.

The Journal of Peace Research lists Gartner’s 1996 article, “Threat and Repression: The Non-Linear Relationship between Government and Opposition Violence,” which Gartner co-authored with Patrick Regan of the University of Notre Dame, as its 48th most-cited paper.

The journal International Interactions, which publishes a list of its top 20 most-cited articles over the past three years, includes on that list Gartner’s 2007 article, “Is There Method in the Madness of Mediation? Some Lessons for Mediators from Quantitative Studies of Mediation,” co-authored with the late Jacob Bercovitch of the University in Canterbury.

Gartner, who also serves as a professor of international affairs, joined the School of International Affairs in 2011 and was named director in 2015. Prior to joining Penn State, he served as director of the International Relations Program at the University of California, Davis.

A scholar of conflict mediation and empirical studies of war, Gartner’s research focuses on the intersection of foreign and domestic politics, U.S. national security, wartime assessment, and third-party mediation. His more than 50 academic publications include books such as Strategic Assessment in War and The Historical Statistics of the United States, and articles in top journals in communications, history, intelligence, international affairs, political science, and sociology.

Gartner holds a Ph.D. and master’s degree in Political Science from the University of Michigan and a master’s degree in International Relations and a bachelor’s degree in History from the University of Chicago.
